Do Unstable Schedules Make Employees Quit?

Longitudinal evidence connects unstable schedules to actual job exits, then traces much of the path through satisfaction and work-family conflict.

The evidence in one line

A longitudinal panel of 1,827 hourly retail and food-service workers found schedule instability strongly predicted actual turnover among the roughly one-third of workers with relatively unstable schedules (Choper et al., 2022). Slightly less than half of the relationship was mediated by job satisfaction and another quarter by work-family conflict. Because schedules were not randomized, the study supports prediction and a plausible pathway rather than definitive proof of causation.

The panel measured actual turnover after schedule exposure. It was longitudinal but observational, so the pathways remain plausible rather than proven.

The study measured departures, not intentions

Many retention studies ask whether someone intends to leave. Choper et al. (2022) instead followed workers over time and observed whether they changed jobs. That makes the outcome operationally concrete: exposure to unstable and unpredictable scheduling practices predicted subsequent turnover among workers with comparatively unstable schedules.

The relationship was not uniform across every worker. It was clearest for the approximately one-third of the sample exposed to relatively unstable schedules. That nonlinearity matters because averaging everyone together can hide a retention problem concentrated among workers receiving the most changes, cancellations, on-call work, or short notice.

Why instability may turn into an exit

Slightly less than half of the schedule-instability relationship was mediated by job satisfaction, and another quarter by work-family conflict (Choper et al., 2022). Mediation analysis does not prove a mechanical chain, but it identifies two places where the employment relationship appears to weaken before a departure.

Turnover often carried an earnings penalty because workers experienced time without employment. Workers leaving moderately unstable jobs sometimes earned more after re-employment, while those leaving the most unstable jobs did not improve weekly earnings on average. The result complicates the idea that every departure is simply a successful move to a better job.

  • Segment turnover analysis by schedule-instability exposure, because the association was concentrated among workers with comparatively unstable schedules.
  • Track actual departures alongside job satisfaction and work-family conflict instead of relying on intention-to-leave surveys alone.
  • Measure short notice, changes, cancellations, on-call shifts, and hour volatility separately so the most damaging local pattern can be identified.

The business case

Just-in-time scheduling can move uncertainty from the employer to the worker, but search, onboarding, and training costs return part of that uncertainty to the employer through turnover.

A schedule-stability intervention should be evaluated with actual exits and tenure-adjusted turnover, not only engagement scores, because the published outcome was job departure.

How many workers were followed?

Did unstable schedules affect everyone equally?
