Do Fair Workweek Laws Improve Worker Wellbeing?

Seattle created a rare natural experiment: schedule notice improved, then sleep and economic security moved with it.

The evidence in one line

A policy change created the comparison

The ordinance required two weeks of schedule notice, predictability pay for changes, and extra pay for closely spaced closing and opening shifts. Before implementation, 57% of surveyed Seattle workers received less than two weeks of notice. By year two that share had fallen by 11 percentage points relative to the comparison trend (Harknett et al., 2021). The study also found movement across a six-part index covering short notice, changes, unpaid changes, closing-opening shifts, on-call work, and canceled shifts.

The design matters because the researchers did not merely ask whether Seattle workers felt better after the law. They surveyed hourly employees at covered firms in Seattle and at the same firms in comparison cities before and after implementation. That difference-in-differences structure removes common changes over time, although it still depends on the comparison cities representing what would have happened in Seattle without the ordinance.

The downstream result was broader than notice

The policy evaluation found improvements in subjective wellbeing, sleep quality, and economic security. An instrumental-variable analysis then used the law-induced change in schedules to estimate the effect of predictability itself. That second step supports a causal interpretation more strongly than the earlier cross-sectional schedule surveys, while adding assumptions about the law affecting wellbeing through schedule predictability rather than another route (Harknett et al., 2021).

The result does not say that every notice rule will produce the same outcome. Seattle covered hourly employees at large retail and food-service firms and combined several requirements in one ordinance. The study cannot isolate which provision mattered most, and it does not establish the employer cost, customer impact, or effect in healthcare, manufacturing, or smaller businesses.

The business case

Schedule predictability is an operating condition with measurable worker outcomes, not only a compliance feature. The Seattle evidence makes sleep quality and economic security legitimate implementation metrics.

Budget the policy as a bundle. The evidence does not identify whether notice, predictability pay, reduced on-call work, or rest between shifts produced the observed gains.
