How Many Forklift Operators Does a Crew of 12 Need for Three Per Shift?

Each extra holder, and what it buys
The rule says 3 licensed forklift operators present on every shift. Each holder is absent on about 12.6 percent of rostered shifts. This is how many shifts a year fall short at each holder count, per crew, added across all 2 crews.
Holding exactly 3 is a coin flipped every shift. The first spare holder removes most of the exposure; the second removes most of what is left. On these assumptions, 7 holders per crew bring the expected shortfall to one shift a year or fewer, and 8 to one a decade.
How many are actually present
With 5 holders on each crew, the average shift has 4.37 present. Averages do not break rosters; the shifts with fewer than 3 do. Across 2 shifts a day, every day (730 shifts a year), this is how the year is expected to distribute.
What is hard about this one
Forklift cover is the case where the requirement is usually more than one, and that is what makes it unforgiving. With three required, the shortfall is not the rare day when everyone is off; it is any shift where one more operator than the spare count is away. Three holders for three trucks is short on about 243.4 of 730 shifts, a third of the year. Four for three is short on 58.8. The margin the warehouse can feel is the one that starts at five, and at five the model still expects about 12.1 short shifts a year across the two crews, roughly one a month when a truck stands idle or is driven by someone who should not be on it.
Two crews on a two-shift pattern means the arithmetic has to be run per crew and added up, because a licensed operator on the early shift is not in the building for the late one. Five per crew is ten licences in a team of twelve, which looks like nearly everyone until it is pointed out that the two unlicensed people are exactly the two the roster cannot use when an operator calls in sick. The honest version of "ten out of twelve" is "two people who can never cover a truck", and the roster should know who they are.
A forklift licence also lapses in a way that a first aid certificate does not: it is tied to the truck type and to refresher training whose interval the employer sets, and operators who move between reach and counterbalance trucks can be in date for one and out of date for the other. The model counts holders who are present; it does not know that one of the five on the late crew is only licensed on a truck the site no longer runs. The practical holder count on a given shift is often one lower than the training matrix says, which moves the crew from the 12.1-shift rate to the 58.8-shift rate without any change on the roster.

The holder count is usually the thing being argued about. The requirement itself is the other lever, and it is worth knowing what the same 5 holders per crew buy if the rule were one looser or one stricter.

What this assumes, and where it is generous
These figures treat each holder as independently likely to be absent, which is the assumption most favourable to the roster. Holders are rarely independent: the two people who did the course together take the same school holidays, a certificate that lapses removes someone for the weeks it takes to rebook, and the person who is always asked to cover is the one most likely to be off sick. Treat every number here as the best case.
Only a valid certificate counts. A holder whose certificate has lapsed is a zero in this arithmetic for as long as the renewal takes, so the practical holder count is often one lower than the roster believes, and the row above the one you planned for is the one you are actually living on.
The absence share is 25 days of paid annual leave and 8 days of average sickness per person across 261 working days, which is 12.6 percent of rostered shifts. Because the operation runs fixed crews, the arithmetic is done per crew and added up: a holder on another crew is not on this shift.
What to do with this
For three trucks per shift, license five operators per crew, not four. Four is short on about 58.8 shifts a year across two crews; five on 12.1.
Run the count per crew and per truck type. An operator licensed only for a truck the site no longer runs is not a holder for the trucks it does.
Name the people who can never cover a truck and keep them off the same shift as each other where you can, because every one of them on a shift is one less seat a sick operator can be covered from.
